Police watched a massage shop parlour owner and her shopfront for two months. With the help of Victorias Sex Industry Coordination Unit, detectives raided her businesses in St Kilda and South Melbourne.
Police say most of her workers are on student visas.
A police sergeant said that illegal sex trades operating under the guise of massage parlours are booming across Melbourne, and worldwide this is big business.
A lot of customers using these services pay cash, making it a lucrative means of laundering money. Police suspect many of these illegal businesses are linked to organised crime, including human trafficking.
