Biography

Kevin Raeburn joined the SICU team in 2017 as Richard took on a Leadership Training and Development role for Victoria Police senior management. In addition to taking an active front line investigation role, Kevin took charge of the units training portfolio and successfully delivered programs to police investigation units and also to a wide and diverse range of Government stakeholders. 

He has 45 year’s work experience gained across the UK, Spain and Australia. He has worked in all sectors, namely in the Public, Private, Not-For-Profit and Self Employment areas.

During this time, he has worked at junior, middle and senior management levels, managing small and medium size teams, and has comfortably dealt with a wide range of stakeholders at all organisational levels.

Notably, he worked as a senior management consultant for several years consulting for the British Army on a Privatisation project involving the Army Base Repair Organisation. During this time he was lead consultant on several billion dollar projects resulting in successful submissions, securing jobs and much needed funding.

In addition, on arriving in Australia in 2005, Kevin ran his own consultancy company, providing advice and guidance to small and medium size enterprises on various business development initiatives.

In 2009, Kevin joined Victoria Police as a mature Recruit. Since then, he has performed several front line roles dealing with a wide range of emergency type incidents and associated persons displaying extreme aggressive behaviour. His last role before retiring from Victoria Police, was working in the Sex Industry Coordination Unit where he worked for five years. During this time, he has organised and led joint Operations into the illegal sex industry with a wide range of external organisations, namely Australian Border Force, Australian Federal Police, WorkSafe, Consumer Affairs, and Local Councils. In addition, Kevin has performed a Prosecutions role at Court and has been instrumental in numerous successful Criminal and Civil prosecutions against offenders in the sex work space.

Diversity of Expereince

Kevin has presented to and trained a wide audience in the niche and high-risk area of policing the sex industry in Victoria, in both the legal and illegal sectors. In this challenging position, Kevin has strongly advocated for young vulnerable women from culturally and linguistically diverse backgrounds, suspected of being exploited by “bosses” in the illegal sex industry.

When not working, Kevin can be found out in Port Phillip Bay on his kayak fishing, and trying to catch the odd not so clever Snapper
